NEGOTIATIONS PROCEEDING. (United Press Association -By Electric Telegraph -Copyright.) (Be ceived this day at 10.25 a.rr.) CALCUTTA, October 18. It is understood that negotiations are proceeding satisfactorily for the inauguration of a big new air mail service which will extend the present England to India route to Singapore, via Calcutta, to link with the Au;-tralia-Singapore service, when the latter operates.
