TO LYTTON COMMISSION REPORT (United Prssa Association—By Electric Telegraph—Copyright.) LONDON, October 17. A Kobe (Jivpan) message states that the Japanese Foreign Office, War Office and Navy Office have agreed on the draft of Japan’s comments on the Lyt-ton Commission report. The comments complain that the Commission believed Chinese testimony, and argue that Chinese internal order must precede any demand respecting Manchuria.
