ROME’S NEUTRALITY
STATUS IN WAR TIME. ROME, September 29. The question of whether the Vatican CitV could remain neutral 'in a war in which Italy was ■ engaged is raised by the Papal authorities agreeing to dim lights during the Italian air manoeuvres, which include a mock raid on Rome. It is contended that if the Vatican Gity dimmed lights, during a- -real raid, --'t wo"’d be assisting the- Italians by concealing the City’s whereabouts.
The correct policy, it is argued, would be t° burn lights during the raid, placing the onus of avoiding dropping bombs on neutral territory ■ on the attackers, - If the Vatican City dimmed lights it would be its own'' fault' if' a* bomb fell on St. Peter’s.
