WELLINGTON, September ?*?. , The Government has been advised in a despatch from the Secretary of State for Dominion Affairs that every foreign subject arriving in the Territory of the Union of Soviet Russia must register in the foreign department of the local executive committee within twentyfour hour's of taking up his place of residence there, in conformity with tho regulation imposed, the passports of foreigners will be endorsed with the registration stamp.
