LEAGUE REPORT
ON MANCHUKTJO NEW STATE NOT RECOGNISED. (United Press Association—By Electric Telegraph—Copyright.) LONDON, (September 23. The "Daily Telegraph’s” Geneva correspondent says: Lord Lytton’s League of Nations Commission’s report on Chinia-Japanese relations has been received by the League, but has not yet been published. It'is understood that the Commission is unanimous that the new State of Manchukuo should not be officially recognised. The Commission has found it impossible to reach any agreement with the Japanese Government on these lines. It is believed that the League of Nations - will recommend the middle course. It will favour replacing the present Manchukuo Government by a local administration. It will favour giving Japan full control of the railways, and will insist on the disarmament of all of the Chincss forces in the country.

Despatches from Chefon state. that fighting in the Chinese province of Shuntung is increasing in seriousness.' All attempts at mediation apparently have failed. *•' Hostilities ore proceeding at Laichow and at Laiyang.. Foreign missionaries evacuated both places. This is a civil' war, in charge of rival war lord®, Hanfuchu and Lnichennien. It goes on in spite of the urgent request to them to submit their territorial dispute for a peaceful settlement at Nanking.
