JAP. OIL CONTRACT

Japan will mow make the Japanese navy independent of United States supplies of oil by means of a big petroleum contract which she i.s concluding With the Soviet naptha syndicate. \ There is growing tension as the re■sillt of Japan’s action at Shanghai and in Manchruia, and this tension has increased Japan’s desire to substitute' Soviet oil for American oil. • Rusfeia has been highly suspicious of Japan*! intentions in Manchuria, but Japan’s recent big purchase of Russian oil supplies has eased the RussoJapanese situation. There is a - deputation of Japanese business men visiting Moscow to complete: the oil contract. !
