Prince Tokugawa is heading a com : mittee that is being organised throughout the Japanese nation to raise funds for the relief of two million starving refugees in Manchuria. They are food.less as the result of the floods in Northern Manchuria, where an epidemic ot cholera has added to the horrors ot the stricken population.
