The “New York Times,” in a leading -article, .entitled "Ottawa Uncertaifttias,” commentson. : the . difficulty of completely envisaging the meaning of the technical 'aspects of the various Ottawa arrangements at th's time, but it adds: "Yet, there-can be no doubt that a good deal -has/been done to bring about closer trade relations within the British Empire.
