The Sub-Commitee on the ‘“Special Shipping Question” of which Mr Coates is Chairman, and on which Mr Gullett is representing Australia, has reported as follows; “In the trade between North America, Fiji, New Zealand and Australia damage has been caused to the British line which has operated these services for a long period by the incursion into the trade of the Matson line. /

The position has been aggravated by the fact that the British line is excluded from the trade between Honolulu and Sail Francisco, which is reserved as a coasting trade,, while foreign ships are aHowed to share in the trade between ' .Australia and New Zealand. The Sub-Committee- considers that the American subsidised competition constitutes a dumping ot services. Nevertheless the application of the recommendations of the 1923 Conference might have important repercussions on Empre Trade in other directions, which must be fully examined. The Sub-Committee, thereforefore, recommends that the question be referred for full examination to representatives in London of all of the Governments concerned.
