BERLIN, August 12
Chancellor Von'Papen conferred with the Catholic Centre Party leaders, who it is believed, insisted on the formation of a Cabinet on a Parliamentary' basis, with the inclusion of Nazis Party leaders as fully responsible partners,, The Catholic Party are ready to join in a. Coalition with the Nazis, provided that the, latter pledge themselves. to observe the German constitution, and to respect the Parliamentary form of Government. A Coalition of the Catholic Centre Party and Hitlerite Party could command a majority in the Reichstag. In the meantime, the Cabinet has issued a statement to the effect that President Von Hindenbury adheres to the idea of a Government, independent of,party. J Herr Hitler is to see the President to-day.
President Von Hindenbhrg attended a commemoration of the Weimar Constitution, at which Herr Jayl outlined a programme, including the establishment of an 'Upper House or Senate, and tho substitution of electoral constituencies for the present party list system, and also the raising of the voting age, which, at present is twenty years. These reforms are designed to conduce to a closer relationship between the Reich and the State of Prussia. '
