North Marichurian floods are increasing in gravity, and railway trucks,containing/millions of doilaraV worth' of produce are completely submerged; It is estimated that the number drowned is between three and’thirty thousand. Harbin is entirely menaced. The Japanese military authorities declared a State emergency, and a-ro taking measures to protect life.
