The news from La Paz (Bolivia) that the former German officer, General Ktlridt, had been appointed Coinihan-der-in-Chief of the Bolivian- s iArmy, which;'was printed as hona fide hy the German Press .pn Tuesday morning, proves to he an utterly irresponsible report.
