CONFERENCE PLAN BORAH CONTIJAVINES POLICY. v. • (United Press Association—By Electric Teiegraph—Copyright.) NEW YORK, July 24. The “New York Times” Washington ■correspondent J states:— Borah’s proposal for an international conference is regarded h/n'e as 'offering an opportunity for Europe to aslc the United "States to include the war debts in the agenda for the coming Economic and Monetary Conference, raider the League of Nations. Formal ; comment in the high administration quarters is not obtainable. Both Mr Hoover and Mr St im-son are absent from ( |he citv, and likewise the majority of the Congressional leaders, but the few remaining are generally not sympathetic with Senator Borah’s idea.

It.is suggested that the, forthcoming U.S.A. elections may make such a conference impracticable at the present time, "

Senator Borah’s proposal' to discuss the war debts at a general conference is in direct contradiction to the es[itablished American policy, which is to separate matters between this country and its debtors. The proposal of Senator Borah is regarded‘.'/with 'considerable interest, Some predicted that It would result in the European nations making such a request.

IN THE ENGLISH PRESS. LONDON, July 25 ' The “News Chronicle” in. an editorial declares: What Senator Borah says, is generally, what the mass of Americans are thinking. Hj;s- declaration is supremely welcome news.” The “Daily Telegraph” -’says:Senator Borah’s complete conversion is a] matter of first, rate international importance. His volte face haus already created an enormous impression in London. '
