The following, statement has-been IsrV'i;.. sued by' the 'Hon, 'A. {-Hamilton, Acting- " Minister of Employment, in reference to the deduction of the emergency .'un- 1 employment charge as affecting the r workers. under - the 4A Scheme, \ J ' 1 | “The unemployment J.egislatiqn 1 makes provision for exemption!/ from , ( the charge of certain relief wages, but, to Corne ll within" this exemption,- ' two ' 1 conditions are Requisite, namely, that ; the whole .of the wages- are refunded Dr from the .Unemployment - Fund, and that the relief work is undertaken by a local authority or public body. Tho first of these conditions may or may not be fulfilled under the 4A Scheme, / so far as actual money wages are coni ; cerned, but, as the employing farmer, is required to make his 'contribution in the shape of food and accommodation which much ■be considered to be part of emoluments of, the worker, this circumstance alone is sufficient to putythe .St wages under the scheme outside tho statutory exemption. The second/■ / condition referred to, not being fulfilled, in any degree, ’ clearly establishes > the fact that the wages in questioa are liable for the charge.” •
