PLENARY SESSION

DOMINIONS GRATIFIED. PROCEDURE DECIDED. (United Press Association—By Electric Telegraph—Copyright.) OTTAWA, July 22. The Promotion of Trade Committees to-day decided bn the procedure of the negotiations. First, official Dominion delegations will deal direct individually with the British delegation for the purpose of intimating the extent of the concessions each Dominion is prepared to offer. Secondly, Dominion Ministers, con. sult.mts and advisers are meeting together for each industry with' a view, if possible, to a common agreement regarding requests which they will make* to ,Britain when there di;cussions result in definite proposals. These will he reported to the respective Dominion delegations for submiss.oil to the British delegates. Thus the conference of the delegations will bring a maximum of offers to assist the Motherland, before even asking lor concessions for themselves. ( The second section is for formulating “cases” for Dominion primary products where commodities, such as Australian ‘dried fruits, do 'not concern other Dominions. The proposals thereon will be submitted direct by the Dominion delegation.

Australia, due to her early preparations involving continuous exchange cf cables with London, finds herself far in advance of the other Dominions in respect to concessions able to be

granted sine? the conference assembled

Tho discaseioii'S have , gone far beyond tho stage reached by cable. Air Bruce -and Mr Ludlctt to-day had a long cons.iltation with Mr Fniici.n.i.t on these -mrlters.

The Dominions 'gratified at the method adi pled, particularly because there is ro question of bargaining in the meantime.
