CIVIL REVOLT
URGED BY INDIAN CONGRESS, SECRET CIRCULAR ISSUED. (United Press Electric Telegraph—Copyright.) ; CALCUTTA, July 16. ’ A 1 secret circular sent by Doctor Kitchlen, Acting-Presient of the Indian "Congress Organisation to District Committees shows the Congress is determined to continue .the civil disobedience. The circular orders further, activities against the Government, in eluding attempts to induce the released political prisoners to rejoin the Congress. The picketing of foreign goods shops is to he pursued at all costs. The circular estimates that six months’ disobedience will be sufficient to cause the Government to yield. Rattan Singh, a dangerous criminn* wh o with a party of criminals recently overpowered the guard and escaped from a train near Delhi, was killed alter a four hours’ fight in a Punja» village in which three police and one civilian were killed. Others were seriously wounded. One hundred villagers at Purba, Masuria, near Midnapore, held an il egai meeting in honour of the Political prisoners, and attacked a small fo ce of police, who fired, killing iwt and wounding seven’, one fatally.
