Holland, Belgium and Luxemburg have initialled a provisional agreement providing for a. reciprocal, progressive, lowering of customs barriers, and others may yet join. The reciprocal basi>> parties agree not to create new taxes, and will reduce the present- rates annually until a certain unspecified point has been reached.
