PARIS, June 1. M. Herriot has rejected the Socialist terms, and the Socialist Congress decided that conversations , should be ended. M. Herriot is anxious to limit his programme to balancing the budget, the settlement of the G&inan debt, and the question of disarmament.
The Socialst congress decided that, owing to the gravity of the external and internal situation, it would not oppose its party’s participation in M. Harriot's Government, provided the Radicals accept the Socialist programme.
