VIENNA, May 21
Doctor Engelbert Doll fuss, lately .Minister of Agriculture, has formed a (National Cabinet to succeed the Bureseh Ministry in Austria.
Captain R. A. Eden (lirit'sh Undersecretary for Foreign Affairs), in the course of a comprehensive statement on the financial situation in Central Southern Europe, at the final sitting of the League of Nations Council, declared that. Britain was unable to guarantee any loans that were raised to afford temporary assistance to other countries. Britain considered it not to be desirable to encourage certain countries to expect to be maintained in the prosonf situation bv external financial help. He said France, <>rmanv and Italy concurred in (Ids view. Britain was prepared to participate in an into'national loan for Austria, subject to that country continuing i° honour her nb'iirations.
