The Speaker, Mr Carnor, to-day proposed a 2,100,000,000 dollar relief programme which provides for a one billion dollar bond issue, for gigantic public construction works, and one billion increase in a bond issuing authoritation for loans to States, counties and cities, and a hundred million appropriation for Mr Hoover to distribute as direct rejief, where necessary.
