Asked for reasons; for the deadlock in the Sino-.Japanese negotiations at Shanghai the Foreign Secretary (vSjr J. Simon), in the Commons, said that the main difficulty arete over the question of the fixed limit for the second stage of the withdrawal of the Japanese troops to the International Settlement, and certain municipally-con-trolled roads adjacent to it.
