SENATE SCANDAL
CHARGE OF GRAFT ALLEGATIONS IN CANADA. (United Press Association—By Electric Telegraph.—Copyright.) OTTAWA, April 22'. ■ That Senators Wilfred McDougall ahd Andrew Haydon performed actions which were not fitting, or consistent with their duties and standing as Senators of Canada, and that Senator Donat .Raymond accepted very large rjiinis of money by way of campaign fund contributions from a company which was dependent vitally on Government franchisee, or concessions These are the outstanding conclusions contained in the majority re- j port of the special Senate Committee on the Beauharnois 'Scandal, which was tabled in the Senate to-day by the j Committee’s chairman. Senator Charles Tanner.
Liberal members of the Committee will move an amendment indicating agreement with certain findings in the majority report. Tile disagreement of the Liberal mein hem of the Committee and their declaration that the findings of the majority are large]y based on suspicion and against corroborated evidence of the Senators named in the reference, has been recorded in the, minutes of the Committee-. In respect to Senator Raymond, the Committee accepts his denial that he exercised any influence affecting the Government’s policy in regard to Beauharnois.
Beauharnois has already been the subject of an exhaustive investigation in the House of Commons, the Committee investigating it last session bringing into prominence the three Senators named in the present report. Subsequently the Senate appointed a Committee to investigate the project insofar as the Commons report affected any members of the Senate. Beauharnois involves the construction of a navigation canal between Lakes St. Francis and St. Louis on the St. Lawrence River, and involves also a gigantic electric power scheme. A charter for the project was obtained font the Province of Quebec Government, but ids approval had to be secured from the Dominion Qoveminent.
