OTTAWA, April 12
Mystery shrouds the Government delay in Jhc ratification of the New Zealand Treaty. All attempts to question Mr Stevens draw only the reply that certain formalities are pletedThe Trade Board of the lumber industry is puzzled by the delay in connection with the treaty. Mr Stevens on return here from Honolulu, stated that 'the pact would be completed without delay. There is a strong suspicion that a hitch has developed within the ranks of the Cabinet. Lumbermen are considering pressing th Government for an explanation.
