TROUBLE IN CHILE
SEIGE STATE DECLARED. RETALIATION BY PRESIDENT. (United Press Association—By Electric Telegraph.—Copyright.) SANTIAGO (Chile), April 9. President Juan Esteban Montere, backed by the Chilean Congress, declared a state of seige throughout Chile on Friday, and then struck swiftly at li is political opponent, whom he charged with tin* responsibility for a .stirrng day which began with a run on the National Rank, and ended with a new Cabinet.
Although not mentioned by name, the President’s manifesto indicated that it was directed at the followers of the former President Carlos Ibanez, whose regime was overthrown last, year and who is now in exile.
