WELLINGTON, March 26
J ll the House of Representatives on Thursday, amendments made by the Legislative Council in the Mortgagors’ and Tenants’ Relief Bill were received. Mr i orbes said the principal objection was that the Council ■had amended a clause relating to determining the question of personal covenant in such a way that it now applied only to the Crown. This, of course, placed the Crown in an inequitable position compared with other mortgagees, and it had been the intention of the House that equal benefit- should be received by all mortgagors.
On the motion of the Prime Minister, the House decided to disagree witn the amendments and Messrs Forbes and Coates and Barnard were appointed managers to confer with the representatives of the Legislative Council on the subject.
Sir F. D. Bell, Hon It. Masters, and Sir J. Parr were appointed managers by the Council to attend the conference.
When the House resumed at 5.55 p.m. it was reported an agreement had lice nreached. Mr Forbes said that it was proposed to drop tho provision which gave the Court power to determine the question of personal covenant. He pointed out that there was power for the court to postpone notion in connection with the personal covenant Mr Sullivan: But the court will not he able to conce] or remove the personal covenant.
Mr Forbes: That is so. The Prime Ministeradded that as the court had power to postpone action it would be possible later to re-enact power to cancel the covenant, if it were found necessary to legislate in rliat manner. The Leader of the Opposition objected to dropping this provision and moved an amendment with the object of restoring it. His amendment was rejected by thirteen votes to twelve and the amendments were then agreed to. Tiie House rose at 9 p.m. till Tuesday, sth April.
LEGISLATIVE COUNCIL. WELLINGTON, March 24. The Legislative Council by 21 to 7 votes passed the Mortgagors’ a fid, Tenants’ Belief Bill with amendments, submitted by the Statutes Revision Committee ; also with a further amendment moved by Sir F. D. Bell to deprive a magistrate of the right of sending ft mortgagor to gaol for debt. The Legislative Council also adopted their managers report, rising until sth April. The Council rose at 1.40 p.m.
