MORTGAGORS BILL DISCUSSED

WELLINGTON, March 24
The Mortgagors’ and Tenants’ Relief Bill came, before the Legislative Council for committal this morning.
Sir J. Parr 'said the Statutes Revision Committee had felt it was its duty to remove some drastic features in {he measure, relating more particularly to
the personal covenant. Sir F. D. 1 Bell said lie intended to vote, against the Bill in its entirety. The Council was being asked to make a tremendous descent from the standards of honesty and fair dealing, which had been a feature of the administration in every part of the British Empire. He believed the Bill constituted a grave departure from the principles which have hitherto governed the relations <<i debtor and creditor.

It was therefore not likely that any great hardship was going to he inflicted on anyone. They could not reduce the wages of the working class unless they were also prepared to deal with fixed charges. The debate is proceeding.
