FAILURE OF NEGOTIATIONS.
LOWEST PRICE ON RECORD

\ -RUGBY, March 21. A A sharp break in the price of rubber ' has followed the announcement that the proposals made for the regulation of the production of export, of rubber have been rejected. The spot price is / now <|noted at 1 7-8 pence per pound. J the lowest on record; but .the price recovered later to 1 15-15 pence per lb. Rubber shares on the Stock lexchange were marked down, but tire prices were nominal. There wa s a question put in Parliament regarding the negotiations on the rubber control proposal. Tbe Colonial ‘Secretary, >Sir Philip OmilitlV List'';-, in .reply, su'd that the negotiations had revealed that the practical difli<ulties were such as to preclude the adoption, with ary reasonable prospect of success, of any comprehensive or effective .scheme. He was satisfied that this conclusion was inevitable in all the circumstances, and it had been rc- — luctantly accepted by both the MriD.-.h and the Dutch Governments.
