but not yet paid. It was also made clear that the carrying of the resolution would not emijower the Council to remit the penalty. The Mayor, Mr I>. G Sullivan, said that it would be a mistake for the ratepayers to assume that there was a prosjiect of an early escape from the penalty. If legislation were passed, the most that they could hope for was a slight extension of the time, and possibly a provision to give discretionary powers to the Council in cases hardship.
