REMOVAL OF PENALTY. CHRISTCHURCH PROPOSAL. (By Telegraph—-Per Press Association) CHRISTCHURH, March 14. A motion proposing that, by combined local bodies, a. joint application be made to the Prime Minister for fresh legislation to enable the remission of the penalty, for unpaid rates, was before the City Council to-night.
