The Soviet Government has notified the League that Russia’s land forces total 504,303, including 30,345 officers; air forces 28,658, with 4949 officers, naval forces 29,039, with 2,397 officers, frontier troops of 45,390. The Soviet fleet, including that of the Black Sea, consists of four capital ships, three cruisers, 26 destroyers, twenty submarines, two minelayers, six mine-sweepers, eight training -ships and auxiliary vessels totalling 201,48, tons.

The land, sea, and air forces possessed 750 aeroplanes. The total cost of upkeep of all arms is 120 millions sterling per year.
