Negotiations between Canada and United States for the completion of «the*»St. LWi*gnCb WR&lisation scheme in progress were announced in a speech from the throne at the opening of Parliament to-day. The speech stressed the fundamental soundness of Canada and the courage and fortitude of the Canadian people during the present distressful period. It mentioned the opening of the Imperial Conference on July 18th. and that a policy of rigid economy would be followed. Mr Meighen was elected leader of the Government in the Senate, at caucus to-day, succeding Mr Willoughby who 'resigned, owing to ill-health. U.S. APPOINTMENT. WASHINGTON, February 4. Ogden L. Mills, Under-Secretary of the Treasury, has been chosen by Mr Hoover to succeed Mr Mellon. Arthur A. Ballantine, Assistant-Secretary to the Treasury, succeeds Mills.
