Outrages between Nov. 1 and Dec. 10 numbered 1529. Despite their promises, the Chinese at Chinchow have not withdrawn within the Great Wall. Japanese are compelled to fight' robbers in the whole of Southern Manchuria and must advance to the west of Liao River where the bandits base is situated. -
