NEW YORK, December 16. The South .African Minister, Mr ILouw, addressing the Dingaan s Day aelebration held by the South African ' Colony here, indicted the League'.. of ■ Nations for what he termed its “miserable failure to' settle the Manchurian problem.” He described the League \Assembly as '.“a hotbed of Intrigue, ’’ and he advocated the withdrawal of A South Africa, and the outlay of the ,V money now expended on 'the League f for the extension of “our diplomatic ‘and trade representation abroad.”
