LOSSES' BY FRANCE. PARIS, December 15. A bitter debate, in which one hundred deputies intend to speak, is proceeding in the Chamber of Deputies, on a bill proposing that the Government shall reimburse the Bank of France for its tosses on its holdings of, sterling. It has been suggested that the loss should be deducted from the French debt to Britain.

The -Socialists contend that if the Bank of France, on its own initiative, accumulated sterling, it should not he reimbursed, and that if the Bank ■acted on Government instructions, it should obtain concessions from Britain,

THE DIVISION. The Premier, M. Laval, strongly opposed the motion for the shelving of the bill, and he made the question one of confidence. The motion was defeated by 307 votes to 274. IMPROVEMENT IN AMERICA. NEW YOitK, December 15. The pound sterling yesterday improved its position to three dollars forty-five cents.
