Conferences opening on Monday may have consequences that will be felt throughout the world and contribute to the settlement of Europe. The Young Plan Consultative Committee is to inquire into the capacity of Germany to pay reparations, It assembles at Basle. Simultaneously a committee of bankers on frozen German credits meets at Berlin; The proceedings are expected to be protracted, and reports will ndt be ready for the cOnferencd of International Statesmen before February. (‘Central News” Paris massage says Britaiu has replied to the French request for negotiations on customs duties admitting the principle of amicable conversations, but expressing the opinion that it is premature, as the duties cannot be modified in a .moment. Both -Governments 'therefore await a more favourable opportunity.
