JAPAN’S LATEST? (United Press Association.—-By Electric Telegraph.—Copyright.) . SHANGHAI, December 5. A Mukden message to-day strengthens the rumours of the 'impending restoration of the Monarchy in Manchuria, and the re-enthronement of the former Emperor Puyi, lately known as plain Mr Henry Puyi, the last of the Manchus. Puyi is reported already to be creating an order of nobility. Yunclumeban, a member of the local peace preservation committee, has been created a Duke, and other members have received similar titles.
