COMMANDER ALLEGES INTERFERENCE. HONG KONG, November 28. Commander D, C. Lang, captain of H.M.S. Petersfield, who was courtmartialled and severely reprimanded in connexion with the stranding of the Petersfield near Foochow, on November 12th, alleges that Vice-Admiral William Kelly interfered with his command, otherwise he would have stopped the ship an hour before stranding. Admiral Kelly told him to “Damn well go on, and that he was not there to do aS he liked, but to obey orders.”
