SITUATION EASING. bAPANESE TROOPS WITHDRAWN. (British Official Wireless.) ‘ , RUGBY, November 28. A Tokio press message to day states that, in conformity with the Japanese Government’s declared policy to avoid hostilities, Japanese forges to-day began withdrawing towards the railway zone,, and it was hoped that, within a few days, they will all,, have been withdrawn within the zone. In Paris the search for a formula satisfactory to both the Japanese and Chinese delegates which will terminate hostile acts • while providing .. for a League Commission to investigate and clear up the Manchurian situation, is continuing, but it was yesterday somewhat retarded by Chinese expectations of a Japanese military move towards Chinkow. Information reaching, the League from attaches of the Powers in that area did not confinn the-state-ments made that Chinese troops were massing in the neighbourhood. The Tokio press message, if confirmed, should materially ease the local situation and facilitate an agreement in Paris. \ .' L
