Presumably realising the futility of expecting a satisfactory outcome from the League deliberations, China’s military machine is commencing to f :notion in an ominous manner, presaging imminent warfare. Japanese military authorities at Mukden openly predict major hostilities basing their prediction on the concentration of a huge Chinese force and preparations by Chinese to counter attack, aiming at the recovery of Mukden. . . Japanese even express the opinion that China is contemplating an open declaration of war Approximately two hundred thousand Chinese troops are m ailable . against twenty thousand scattered Japanese. The latter are undoubtedly alarmed over the developments.
