RUGBY, Jtovember 21.' .The German Goverflttieilt yesterday fnade formal application to the' Bank for the appointment of a Special Ad'visory Committee, as provided for jn the Young Plan, to make a full investgation of Germany’s economic and financial position in relation to her obligations. At the same time, a consortifim of the German debtor 'oanks are getting into touch with the Committee of their foreign creditors on the question of short time credits, with regard to which the “standstill” agreement 'expires next February. They do so with the view ito the holding of an immediate meeting in 'Berlin. These may he regarded as being preliminary moves in preparation for an international conference in the New Year on the problem, of the reparations and debts. -
