FOR AUSTRALIAN CARPENTERS. (Australian Press Association.) SYDNEY, November 13. The Carpenters’ Union here and in Queensland are . discussing a proposal to supply unlimited efficient labour for Russia, to help with the development of the Soviet Five Year Plan, and an offer has been made in a letter, recently' despatched, setting out the terms under which carpenters and joiners are prepared to migrate.

REPORT ON CHARGES.

MADRID, November 12

The Commission which has been considering charges made against ex-King Alfonso is by no means unanimous j.. its report, . which it has presented to Cortes.

Some of the members contend that no (responsibility rested on Alfonso while the Constitution remained in force, but i't rested upon the ex-Min-isters. A majority of .the Commission, however, agree that he was culpable for allowing the nation to be handed over to unconstitutional caprices of the Dictator, and alleged that he .committed perjury inasmuch as he violated the oath to maintain the constitution.

The committee also proposed that ex-lving Alfonso should be condemned to death if he re-enters Spain) alsothat all of his property should bo confiscated, and that ' lie should bo stripped in public of all his honours.

The text of the Commission’s report relating to Alfonso’s punishment says that although the gravity of the offences deserves (the sentence of death, .the penalty proposed is imprisonment for life. The sentence of death should he enforced only if he. continues rebellious and acts against the Republic. Hiis punishment really amounts to banishment for life and will be posted throughout Spain, and oirc.ula.ted, diplomatically, world wide. The. Commission has notified ■the League of Nations.
