‘‘The Times” -Vi ad rid correspondent- says; ‘‘The Cortes has approved of a clause -in -the -new Constitution by which no priest or any soldier or any member of former Royal Families can become eligible for the Presidency or the Republic. It provides that the President -is to be elected for six years, but that he is not to be eligible for re-election, and that he may -not declare war without the approval of Parliament.
