Laval who indicated that France was willing, after , referring to the Allies, to reduce the reparations in proportion that the United States Congress might be willing to scale down the war debts. He added that this does not affect France’s claim for unconditional annuities, though the payments thereof may be postponed, if satisfactory guarantees are forthcoming from Germany.
