Mr MacDonald is preoccupied with the reconstruction of the Cabinet. All the present Ministers are formally resigning) in order to give the Prime Minister a free hand. It is being suggested that Mr Snowden may be Lord President ol the Council in addition to being, raised to the peerage. LONDON. October 30. Mr MacDonald returned to Downing Street, where a great aecunmration of State affairs awaits attention. Lord Sankey and Sir W. Jowitt were awaiting his return to discuss questions connected with the Indian Pound Table Conference. Mr Baldwin does not intend to take j any Departmental post in the Cabinet, but will continue as Lord President of tho Council. He will thus he able to assist Mr MacDonald in the leadership of the House of Commons, in which ease Mr Snowden will be Lord Privy Seal.

The “Daily Telegraph’s” diplomatic correspondent understands that an unofficial committee, including some of the greatest financial experts, are investigating the question of an empire currency with a view to sending a memorandum to the Government. The same paper has an editorial welcoming the prospect of closed Empire co-operation, and points out that the British Government, for the first time, will participate in an economic conference, completely untrammeled by doctrimal commitments. The newspapers draw attention to the Conservative successes, being at places where there is heavy unemployment, for instance Burnley, where Mr Henderson was beaten decisively and s -wJjere 33.7 of the electorate are unemployed.
