CHINA’S POSITION. China’s agricultural resources are illdeveloped, and the land in certain areas is deteriorating through exhaustion. Vast mineral deposits have been left practically untouched. Transport is badly organised. These factors have contributed largely to the poverty and distress in Chimy, and lienee to the unsettled and chaotic condition of the country, The Chinese are hard work* ers, temperamentally amenable to discipline and service, and should make excellent material for high-grade industrial development under the capable management of trained organisers. —The Dominion.
