IN MANCHURIA. (United Press Association—By Electric Telegraph.—Copyright.) SHANGHAI, September 29. An unconfirmed telegram from Manchuria says that the Fengtien and Karin provinces have declared their independence from the Nanking Government, and other North Eastern Provinces are likely to imitate them. This movement is believed to be influenced by the Japanese, in order to avoid the necessity of thou- dealing direct with the Nanking Government in their negotiations for a settlement of the Manchurian affair.
