Instructions had been sent to Lord Cecil yesterday to the effect that he could agree to the Naval proposals made, subject to their acceptance by all the other parities; and that he should give an undertaking on behalf of the British Government, that they would not accept the Army or any Air Force recruits for the year 1933 above their present loxv level unless unforeseen circumstances arose, He said Lord Cecil’s action xvould necessarily be governed, to a great extent, by the views and proposals of other delegates.
