M. Herriott v in the course of n •speech at Gueret, referred to the budgetary difficulties a nd depreciated trade balance. He said it owiild be danger-ous-to allow the belief to spread that .France was the world’s banker. France should conserve her industrial, ( and .agricultural character. He quoted the example \of Britain’s grave crisis because she ceased to be an agricultural nation. He warned his compatriots against an exaggerated belief o! France’s wealth.
