MELBOURNE, Sept. 3.\ Owing to the possibility of the Commonwealth Bank Board refusing to advance more than a million sterling for developmental works, the Loan Council is considered certain to agree to allow the States to approach the public for money, by ovef the counter sales of stock. This will be a departure from the Premiers’ agreement but the States will not lie allowed to raise more than their Budget quotas, and at the interest rates specified by the financiers.
