FINANCIAL

(Australian Press Association.) MELBOURNE, Sept. 3.\ Owing to the possibility of the Commonwealth Bank Board refusing to advance more than a million sterling for developmental works, the Loan Council is considered certain to agree to allow the States to approach the public for money, by ovef the counter sales of stock.
