Among other suggestions, which President Hoover has submitted to the United States Farm Board for consideration, was a proposal ol Senator Smith, of South Carolina, that the Government should purchase eight million hales of cotton and withhold the same from the market for one year, on condition that the farmers from whom it was purchased would agree to plant no cotton next year.
